According to the report of Mr. Pham Anh Cuong – Director of Department of Nature and Biodiversity Conservation (Vietnam Environment Administration), the ABS project, funded by the Global Environment Facility (GEF) through UNDP, has been implemented since May. October 2016 to October 2020, in Hanoi and Lao Cai.

The main objective of the Project is to contribute to the conservation and sustainable use of globally significant biodiversity in Vietnam, through strengthening national capacity to implement the Nagoya Protocol on access to genetic resources and benefit sharing, ensuring a fair and reasonable sharing of benefits from genetic resources.

In 2019, the project has achieved certain results, with the ABS legal framework and administrative measures strengthened; study and propose measures to protect traditional knowledge; strengthening the ABS licensing administrative system to promote the implementation of the national legal framework on ABS; promote cooperation between the National focal point and competent agencies in implementing the national legal framework on ABS; Awareness raising and capacity building for stakeholders implementing the national legal framework on ABS. Database of genetic resources and traditional knowledge of Vietnam and the locality (Lao Cai province) is operated; establish an ABS agreement and develop on-site conservation measures to ensure the safety of biological genetic resources.

Based on the results achieved in the past year, in 2020, the Project will focus on building and strengthening the system of policies and documents on management of access to genetic resources and benefit sharing. In particular, will continue to improve and promulgate technical documents, legal documents, management documents to guide the implementation of management regulations; guide the financial mechanism to use revenues from access to genetic resources and benefit sharing for biodiversity conservation activities in Vietnam.

In addition, the Project also supports the analysis, evaluation and proposal of contents on the conservation and sustainable use of genetic resources in the National Strategy on Biodiversity at a new stage; development of training materials on access to genetic resources and benefit sharing; as well as analyzing, evaluating and proposing amendments and supplements to a number of provisions of the Law on Biodiversity (2008) including provisions on genetic resources management, benefit sharing and biosafety.

In 2020, the Project will support the establishment and consolidation of the administrative system in management of access to genetic resources and benefit sharing, through increased coordination with relevant ministries and agencies to mainstream issues. ABS in traditional medicine management systems, genetic resources management and intellectual property related to genetic resources and traditional knowledge associated with genetic resources; promote cooperation between national authorities (Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development) in implementation of Decree 59/2017 / ND-CP on management of access to genetic resources and division of benefit from using genetic resources.

It is expected that this year, a photo contest on biodiversity will be held. The project also implements a public-private partnership pilot model on access to genetic resources and benefit-sharing in Lao Cai, with the Community Convention for the Conservation and Sustainable Use of Genetic Resources in Ta Phin Commune, which is approved by the competent authority. local authority issued. The development of new products from genetic resources and traditional knowledge of the community in Ta Phin was completed; conducting production and commercialization of products. Supporting the community in successfully registering a certification mark for the product “Red Bath in Ta Phin Community Bath”.

According to the evaluation of the representative of Ministry of Agriculture and Rural Development, UNDP, Department of Natural Resources and Environment of Lao Cai province, in 2019, the project has achieved positive results. In 2020, the project will “finish”, with many items to be completed. Therefore, according to the proposal of the relevant units, the project management board needs to balance the contents, allocate funds, ensure the project finishes on time and achieve high efficiency.

Recognizing the efforts of the Board of Directors of the project in the past year, Deputy Minister Vo Tuan Nhan said that the ABS project is aimed at practical goals, when the pilot implementation of the project with the public-private partnership model is implemented. now in Lao Cai province, bringing practical benefits to the community and preserves many precious gene sources.

In order for the project to be completed on time in October 2020, the Deputy Minister, the Project Management Board and the General Department of Environment need to receive the opinions of the units to supplement, complete and report. Ministry of Action Plan 2020 of the Project.
